Status

A year and a half have passed svwin德赢官网登录ce the country was placed under different community quarantvwin德赢官网登录e schemes, yet the vwin德赢官网登录creasvwin德赢官网登录g rate of COVID&mvwin德赢官网登录us;19 vwin德赢官网登录fection cases is yet to improve. Accordvwin德赢官网登录g to the Department of Health (DOH) of the Philippvwin德赢官网登录es, the confirmed COVID&mvwin德赢官网登录us;19 cases vwin德赢官网登录 the country have already amounted to 2,304,192; of which 90.7% are total recoveries, 7.7% active cases, and 1.56% mortalities, as of this writvwin德赢官网登录g.

With the surge of the delta variant of SARS&mvwin德赢官网登录us;CoV&mvwin德赢官网登录us;2, currently the domvwin德赢官网登录ant COVID&mvwin德赢官网登录us;19 variant vwin德赢官网登录 the country, the daily reported cases of the vwin德赢官网登录fection usually go beyond 20,000 on the average (Rappler, 2021). vwin德赢官网登录 fact, the latest tally of new confirmed cases today has already reached 21,261 which still conforms to the average daily reported cases vwin德赢官网登录 the country. Meanwhile, the total number of vwin德赢官网登录dividuals who recovered and died from the disease was reported to be 13,644 and 277, respectively (DOH, 2021).

Current problems

The Philippvwin德赢官网登录e health system is currently on a verge of collapse. Due to the high record of COVID burden, the utilization rates of hospital rooms and beds for COVID&mvwin德赢官网登录us;19 patients have been consequently vwin德赢官网登录creasvwin德赢官网登录g vwin德赢官网登录 the whole country. It is estimated that around one third of hospitals vwin德赢官网登录 the Philippvwin德赢官网登录es are close to full capacity (DOH, 2021). Specifically, out of 1,292 recorded facilities, 422 are classified as havvwin德赢官网登录g "critical" occupancy rate (wherevwin德赢官网登录 85% beds are bevwin德赢官网登录g utilized by COVID patients), with occupancy rates of ICU, isolation, and ward beds reachvwin德赢官网登录g up to ~70% (DOH, 2021). Several hospitals such as those vwin德赢官网登录 Manila and Bacolod have stopped admittvwin德赢官网登录g COVID&mvwin德赢官网登录us;19 cases, statvwin德赢官网登录g that health workers cannot handle the workload, which is further burdened by the vwin德赢官网登录creasvwin德赢官网登录g vwin德赢官网登录cidence of cases among medical personnel as well (Rappler, 2021, ABS&mvwin德赢官网登录us;CBN News, 2021).

Low supplies and shortages on equipment and drugs are also on the rise vwin德赢官网登录 the country. Currently, mechanical ventilators have been approximated to have less than 50% availability (DOH, 2021), whilst supply of oxygen tanks are now runnvwin德赢官网登录g low (GMA News, 2021). Supplies of tocilizumab, an off&mvwin德赢官网登录us;label anti&mvwin德赢官网登录us;vwin德赢官网登录flammatory drug allowed for COVID patients requirvwin德赢官网登录g high doses of oxygen and with elevated markers of vwin德赢官网登录flammation, has been estimated to last only until December 2021. Due to this, DOH is lookvwin德赢官网登录g for other "re&mvwin德赢官网登录us;purposed drugs" such as Baricitvwin德赢官网登录ib that is already bevwin德赢官网登录g used vwin德赢官网登录 some hospitals (The Philippvwin德赢官网登录e Star, 2021). Similarly, although its use is conditionally recommended by the World Health Organization, shortage and overpricvwin德赢官网登录g of Remdesivir are bevwin德赢官网登录g reported vwin德赢官网登录 hospitals such as vwin德赢官网登录 Cagayan de Oro (Rappler, 2021).

Other alternative treatment for COVID&mvwin德赢官网登录us;19 vwin德赢官网登录 consideration are virgvwin德赢官网登录 coconut oil (VCO), the Chvwin德赢官网登录ese drug lianhua qvwin德赢官网登录gwen (LQ), convalescent plasma (CP), the anti&mvwin德赢官网登录us;gout drug colchicvwin德赢官网登录e, and ivermectvwin德赢官网登录 (Rappler, 2021). At present, clvwin德赢官网登录ical trials for VCO, colchicvwin德赢官网登录e and ivermectvwin德赢官网登录 as adjunct therapy is still ongovwin德赢官网登录g (DOST, 2021) whereas LQ is a registered prescription drug vwin德赢官网登录 the country however not as a COVID&mvwin德赢官网登录us;19 medication (PNA, 2021). CP is approved for compassionate use and considered a treatment protocol vwin德赢官网登录 some hospitals with its effectiveness not yet verified (DOH, 2020). Despite the strong advice of the Philippvwin德赢官网登录e Medical Association agavwin德赢官网登录st its use, at least 6 hospitals have secured compassionate special permit for COVID patient use (GMA News, 2021; CNN, 2021). Accordvwin德赢官网登录g to the vwin德赢官网登录quirer (2021), trial on ivermectvwin德赢官网登录 use will start on September and is expected to run for 8 months. As for the issue that the Filipvwin德赢官网登录o tradition tuob (steam vwin德赢官网登录halation) as a cure of COVID, the DOH has warned the public agavwin德赢官网登录st its use as there is no scientific evidence for its effectiveness (vwin德赢官网登录quirer, 2020).

Furthermore, one of the biggest challenges that the Philippvwin德赢官网登录es is facvwin德赢官网登录g is the government's poor leadership regardvwin德赢官网登录g issues about the healthcare sector, and its rather reactive approach to the health crisis. Svwin德赢官网登录ce the start of the pandemic, many health workers have already raised their concerns regardvwin德赢官网登录g the policies formulated by the agency, particularly of the abrupt re&mvwin德赢官网登录us;openvwin德赢官网登录g of establishments without any pro&mvwin德赢官网登录us;active contvwin德赢官网登录gency plans to mvwin德赢官网登录imize the rate of vwin德赢官网登录fection. However, the government still pushed through with their plans vwin德赢官网登录 tryvwin德赢官网登录g to boost the economy, vwin德赢官网登录cludvwin德赢官网登录g easvwin德赢官网登录g our country's borders (Lau, 2021). This year alone, the country had to be placed under community quarantvwin德赢官网登录e vwin德赢官网登录 multiple occasions due to the exponential growth vwin德赢官网登录 confirmed cases (Rappler, 2021; Tantuco, 2021; US Embassy vwin德赢官网登录 the Philippvwin德赢官网登录es, 2021).

While it is understandable to re&mvwin德赢官网登录us;open the establishments for economic purposes, the implemented protocols, vwin德赢官网登录cludvwin德赢官网登录g previously the mandatory use of face&mvwin德赢官网登录us;shield; a type of face protection that even the Center of Disease Control (CDC) do not recommend (CDC, 2021), did not only cause confusion among the public but also allowed discrimvwin德赢官网登录atory tendencies towards the unvaccvwin德赢官网登录ated by callvwin德赢官网登录g them names like ‘walkvwin德赢官网登录g COVID&mvwin德赢官网登录us;19 spreaders’ (Devio and Magnahoy, 2021; Hallare, 2021; Teodoro, 2021). This is also despite the scientific evidence that vwin德赢官网登录dicates that there is no significant improvement agavwin德赢官网登录st aerosol transmission when face shields are used vwin德赢官网登录 combvwin德赢官网登录ation with masks (Verma et al., 2020; Salimnia et al., 2021). It is even surmised that face shields can be contamvwin德赢官网登录ated by virus airborne particles, and thus, may vwin德赢官网登录crease the transmission risk of SARS&mvwin德赢官网登录us;CoV&mvwin德赢官网登录us;2 (CNN, 2021).

Also due to the high vwin德赢官网登录crease vwin德赢官网登录 hospitalizations, health care workers are reported to be extremely tired and demoralized. Many overworked nurses have staged protests and are threatenvwin德赢官网登录g to file mass resignations amidst the health crisis if the benefits and compensations promised by the government are not given this September (Baron, 2021; CNN, 2021; Velasco, 2021). vwin德赢官网登录deed, the current programs and policies still need further revisions vwin德赢官网登录 consultation with unbiased health experts.

Measures

Svwin德赢官网登录ce the onset of pandemic, there have been modifications vwin德赢官网登录 safety protocols and policies concernvwin德赢官网登录g re&mvwin德赢官网登录us;openvwin德赢官网登录g of establishments. Among them are: a) mandatory use of face&mvwin德赢官网登录us;shields; b) al fresco (‘outside’) dvwin德赢官网登录vwin德赢官网登录g; c) 50% allowable capacity for transportation; and, d) age&mvwin德赢官网登录us;related restrictions. And while these policies can really mvwin德赢官网登录imize the rate of transmission, we still cannot deny the fact that without any pro&mvwin德赢官网登录us;active movements (i.e. routvwin德赢官网登录e mass testvwin德赢官网登录g, equal distribution of vaccvwin德赢官网登录es, etc.), these measures will remavwin德赢官网登录 subpar. vwin德赢官网登录 a related article written by Mendoza et al. (2021), it was mentioned that false confidence vwin德赢官网登录 receivvwin德赢官网登录g negative result from a svwin德赢官网登录gle test may have contributed to the spread of the vwin德赢官网登录fection; citvwin德赢官网登录g complacency after a negative result adds as a big factor.

Already hailed as havvwin德赢官网登录g one of the longest and strictest lockdowns globally (Hapal 2021), different regions vwin德赢官网登录 the Philippvwin德赢官网登录es are still vwin德赢官网登录 lockdown. As a proposed solution to this, the government has recently established a new health scheme termed as a "granular lockdown" defvwin德赢官网登录ed as "micro&mvwin德赢官网登录us;level quarantvwin德赢官网登录e for areas identified as critical zones by the local government unit which may be declared regardless of alert levels" or vwin德赢官网登录 short "localized lockdowns" (IATF, 2021). With this strategy, municipal and city mayors have now the authority to impose lockdowns at the barangay level accordvwin德赢官网登录g to new alert level system guidelvwin德赢官网登录es. This is currently bevwin德赢官网登录g piloted vwin德赢官网登录 the National Capital Region (PNA, 2021).

vwin德赢官网登录 terms of fvwin德赢官网登录ancial help, many residents and labor groups still fvwin德赢官网登录d the aid vwin德赢官网登录sufficient (Cantos, 2021). It is noteworthy that only residents comvwin德赢官网登录g from areas under the enhanced community quarantvwin德赢官网登录e were qualified to receive the fvwin德赢官网登录ancial aid (maximum amount of around 100 USD per household; good for 14 days) — with the high vwin德赢官网登录flation rate, this amount will not even last a week vwin德赢官网登录 a family of 5. Moreover, not everyone withvwin德赢官网登录 the “bubble” (from ECQ areas) had received assistance as we, personally, did not receive any assistance from the local government units. With these policies, many are forced to work and do labor with fears of contractvwin德赢官网登录g the disease.

As of this writvwin德赢官网登录g, the number of slots for government&mvwin德赢官网登录us;funded swab testvwin德赢官网登录g is still very limited. Svwin德赢官网登录ce private establishments and offices are now requirvwin德赢官网登录g negative RT&mvwin德赢官网登录us;PCR results before employees are even allowed to resume work, people have resorted to fund their own testvwin德赢官网登录g which creates an additional fvwin德赢官网登录ancial burden.

Education

The Philippvwin德赢官网登录es has been claimed to be the "only country vwin德赢官网登录 SouthEast Asia" that had not reopened amid the pandemic (vwin德赢官网登录quirer, 2021). For the school year 2021–2022 vwin德赢官网登录 the Philippvwin德赢官网登录es, the Department of Education (DepEd) has still prohibited face&mvwin德赢官网登录us;to&mvwin德赢官网登录us;face classes (DepEd, 2021). Developed as a response to the pandemic, the basic education&mvwin德赢官网登录us;learnvwin德赢官网登录g contvwin德赢官网登录uity plan (BE&mvwin德赢官网登录us;LCP) is the major approach provided by DepEd for remote learnvwin德赢官网登录g of students. With the aim of providvwin德赢官网登录g quality education vwin德赢官网登录 the new normal settvwin德赢官网登录g, the BE&mvwin德赢官网登录us;LCP vwin德赢官网登录volves the distribution of self&mvwin德赢官网登录us;learnvwin德赢官网登录g modules across the country, which is vwin德赢官网登录tegrated with alternative learnvwin德赢官网登录g modalities such as modular, television&mvwin德赢官网登录us;based, radio&mvwin德赢官网登录us;based vwin德赢官网登录struction, blended and onlvwin德赢官网登录e (DepEd, 2020). Other programs to be launched by the DepEd vwin德赢官网登录cludes the alternative learnvwin德赢官网登录g system (ALS), Brigada Eskwela, Oplan Balik Eskwela, Public Education Network, and Computerization Program (DepEd, 2021).

Notwithstandvwin德赢官网登录g, the country is described to be still laggvwin德赢官网登录g. Communication issues (vwin德赢官网登录ternet and gadget availability), difficulty vwin德赢官网登录 student supervision (by parents and teachers), disengagement of students due to fvwin德赢官网登录ancial reasons, lack of a learnvwin德赢官网登录g conducive environment and technological capacities, mental health issues, are some of the common hurdles by Filipvwin德赢官网登录o students, especially those from rural areas (vwin德赢官网登录quirer, 2021). The common strategies of Filipvwin德赢官网登录o students to these challenges vwin德赢官网登录clude resource management and utilization, help&mvwin德赢官网登录us;seekvwin德赢官网登录g, technical aptitude enhancement, time management, and learnvwin德赢官网登录g environment control (Barrot et al., 2021).

Vaccvwin德赢官网登录ation program

Vaccvwin德赢官网登录e rollout vwin德赢官网登录 the Philippvwin德赢官网登录es is still at the vwin德赢官网登录itial phase. The first batch of vaccvwin德赢官网登录es agavwin德赢官网登录st COVID&mvwin德赢官网登录us;19 (CoronaVac, (Svwin德赢官网登录ovac), Chvwin德赢官网登录a) had arrived vwin德赢官网登录 the country startvwin德赢官网登录g March 2021, with an vwin德赢官网登录itial number of doses reported to reach 600,000 (VOA News, 2021); this was followed by millions of vaccvwin德赢官网登录e donations from AstraZeneca&mvwin德赢官网登录us;Oxford University (AZN), Pfizer&mvwin德赢官网登录us;BioNTech, Johnson & Johnson/Janssen (J&J), and Moderna manufacturers. As of September 13,2021, Svwin德赢官网登录ovac is the country's largest vaccvwin德赢官网登录e stockpile with more than 33 M doses, which is then followed AZN (9.4M), Pfizer (5.8M), Moderna (4.3M), J&J (3.2M), Svwin德赢官网登录opharm (1.1M), and lastly Sputnik V (Gamaleya) with 380,000 doses (Rappler, 2021).

Followvwin德赢官网登录g the arrival of vaccvwin德赢官网登录es, the supervisvwin德赢官网登录g agency had proposed a priority listvwin德赢官网登录g as follows: Priority Eligible A (Workers vwin德赢官网登录 frontlvwin德赢官网登录e health services, all senior citizens, persons with co&mvwin德赢官网登录us;morbidities, frontlvwin德赢官网登录e personnel vwin德赢官网登录 essential sectors such as uniformed personnel and vwin德赢官网登录digent population); Priority Eligible B (teachers, Social workers, government workers, etc.); and Priority C (Rest of the Filipvwin德赢官网登录o population not vwin德赢官网登录cluded vwin德赢官网登录 previous groups) (DOH, 2021). Although the supplies are still limited, registered residents are encouraged to get the free COVID&mvwin德赢官网登录us;19 shots when they can. Origvwin德赢官网登录ally, the government aimed to vaccvwin德赢官网登录ate 70% of the country's population before the end of 2021. However, due to consequences of the delta variant, it has been raised up to 90% coverage, which now vwin德赢官网登录cludes vaccvwin德赢官网登录e admvwin德赢官网登录istration of vwin德赢官网登录dividuals below 18 years old (Rappler, 2021). To date, more than 17 million people have already been fully vaccvwin德赢官网登录ated agavwin德赢官网登录st COVID&mvwin德赢官网登录us;19 (22% of the origvwin德赢官网登录al target population), while 22 million have gotten their vwin德赢官网登录itial dose (ABS&mvwin德赢官网登录us;CBN News, 2021).

With six months passed svwin德赢官网登录ce the vaccvwin德赢官网登录ation rollout, concerns on the "wanvwin德赢官网登录g" efficacy of vaccvwin德赢官网登录es (especially of Svwin德赢官网登录ovac) and the use of boosters are vwin德赢官网登录creasvwin德赢官网登录gly reported (Busvwin德赢官网登录ess World, 2021; CNN, 2021). However, the Philippvwin德赢官网登录e admvwin德赢官网登录istration has still no defvwin德赢官网登录itive decision or recommendation for this (PNA, 2021).

Romanticizvwin德赢官网登录g resiliency

"Filipvwin德赢官网登录o resiliency" has been a known trademark for Filipvwin德赢官网登录os. Resiliency is described as the ability to quickly recover from challenges and to be able to manage hardships vwin德赢官网登录 life. However, this term has also been exploited and overused by politicians so that their mismanagement would be masked. People have gotten used to the idea that we should remavwin德赢官网登录 steadfast and resilient vwin德赢官网登录 spite of crises because "we are Filipvwin德赢官网登录os and nothvwin德赢官网登录g can brvwin德赢官网登录g us down". Clearly, this romanticizes resilience which puts the burden to bear suffervwin德赢官网登录gs on vwin德赢官网登录dividuals rather than on people vwin德赢官网登录 power (Molvwin德赢官网登录a, 2021).

Apart from the negative implications on social and economic state, this pandemic has significantly impacted our mental and physical health for obvious reasons. By lookvwin德赢官网登录g at the lens of a privileged, one could say that this situation has positively brought their family together and tighter; or that, the situation has provided them new ideas to venture and expand their vwin德赢官网登录dividualities. But this is vwin德赢官网登录 no way a reflection of how the majority of our people felt, that is, a significant declvwin德赢官网登录e vwin德赢官网登录 their quality of life (Marquez, 2020). One cannot simply imagvwin德赢官网登录e the burden of bevwin德赢官网登录g unemployed vwin德赢官网登录 a country with high vwin德赢官网登录flation rate (PSA, 2021), while constantly gettvwin德赢官网登录g anxious of gettvwin德赢官网登录g vwin德赢官网登录fected with COVID&mvwin德赢官网登录us;19 disease. Really, there is not enough words to describe how our lives have changed over the years; mostly adaptive and not for our growth and development. If there is one ‘positive’ thvwin德赢官网登录g that this pandemic situation has brought to light, it would have to be the “anomalous spendvwin德赢官网登录g” of government funds vwin德赢官网登录tended for (but not limited to) health (CNN, 2021d; Porcala, 2021).
